Xi’an University of Posts and Telecommunications (XUPT) is co-designed and implemented by the People’s Government of Shaanxi Province and the Ministry of Industry and Information Technology.
The University is located in Xi’an, a historic city in Northwest China, famous for its magnificent ancient culture.
XUPT was founded in 1950 and gradually developed into a polytechnic university focusing on engineering and the specialization of information science technology. This regimen of engineering specialization has been consummated by integrating the disciplines of engineering, management, science, economics, the humanities, law, and art.
XUPT’s academic and intellectual environment is enhanced by the natural surroundings and traditional architecture of the university’s two locations, the Old Campus at Yanta, adjacent to the Wild Goose Pagoda of the Tang Dynasty; and the New Campus at Chang’An, north of the Zhongnan Mountains. Leaders, staff, faculty, students, and visitors enjoy the serene and peaceful ambiance that adds value to any educational or research endeavor.
The University covers a total area of 247 acres, with a current full-time student enrollment of 18,000.
XUPT maintains 43 Undergraduate Degree Programs, 47 Master Degree Programs, and 5 Professional Master Degree Programs. Moreover, the school undertakes the distinguished pursuit of “Training Qualified and Competent Engineers”, a plan initiated by the Ministry of Education.

In recent years, the University has undertaken 280 national, ministerial, and provincial research projects, including the National “863” High-Tech Research and Development Program; the National Natural Science Fund; the National Social Sciences Fund; the National “242” Information Security Program; the National Soft Science Research Program; the National Science and Technology Special Programs; and some major Shaanxi provincial projects.
XUPT has won 40 prizes for achievements in science and technology at the state and provincial levels. In 2008 the academic thesis “40 Gb/s SDH(STM-256) Optical Fiber Telecommunication Devices and System” won the Second Grade National Prize for Science and Technology Progress; in 2009 the “Research of the Key Technologies of TD-SCDMA Base Station, Equipment Development and Industrialization” won the same prize; and in 2010 the academic thesis “HuFu TePA” was approved as an international standard by the International Organization for Standardization (ISO).
XUPT also established the “National Engineering Laboratory for Wireless Security", the “Shaanxi Provincial Research Center for Telecommunication ASIC Design”, the “Key Social Research Center for Information Industry Development”, the “Key Research Center of Application Specific Integrated Circuit(ASIC) Design”, the “Key Laboratory of Modern Communication Technology”, the”Software Engineering Lab”, the “Post Information Network Lab”, the “Key Laboratory of Economy System Simulation for Information Industry”, the“Shaanxi Technology Support Center of Network and Information Security”, the“Shaanxi Innovation Research Center of ITI”, the “High Performance Computing Research Center of Shaanxi Province”, and so on. These Key Labs have made significant accomplishments in social services as well as tremendous contributions to the promotion of social betterment, economic construction, and industrial development of Shaanxi Province.
XUPT has established cooperative relationships with approximately 40 universities and academic institutions from more than 10 countries and regions, including Germany, the United States, the UK, France, Canada, South Korea, Japan, and Australia, as well as Hong Kong, SAR, and Taiwan. Further, cooperative training agreements, such as “1+2+1”, “2+2”, “4+1+2”, have been signed with a number of countries, Germany, the United States, the UK and France to name a few. These programs open opportunities and make it possible for motivated and exceptional XUPT students to study in developed countries and obtain degrees approved by both China and the foreign institution.
As the only university in Northwest China undertaking the training tasks for Asia-Pacific Telecommunity (APT) and Association of Southeast Asian Nations (ASEAN), XUPT has trained groups of senior technicians and administrators in the telecom industry for the aforementioned entities. The University is also one of the China Internet Training Centers of the International Telecommunications Union, and has built strategic cooperative partnerships in scientific research and talent training with Cisco (US), Tata (India), and domestically renowned enterprises Huawei Company, ZTE Cooperation, China Telecom, China Mobile, China , and China Post.
Over the 60 years since its foundation, XUPT has educated more than 80,000 graduates with the majority working in communication operating enterprises, China Telecom, China Mobile, China Unicom, and China Post; communication manufacturing enterprises, Huawei Company, Datang Telecom, ZTE Cooperation, and Nokia; and at Chinese universities and research institutions. Regardless of location, the graduates are significant contributors to their employers’ specific industry and are recognized by their employers for their effort and loyalty. Moreover, XUPT has been designated as one of the training bases of reserve officers for the People’s Liberation Army (PLA), and these National Defense Graduates have become the reserve force of the PLA.
The education goal of the university is “to promptly offer enterprises with state-of-the-art job talents”. To meet enterprise requirements, XUPT has already actualized training undergraduates to improve their technological competence and occupational qualities by establishing a training center for IT applied talents. Through the cooperation with participating enterprises, a variety of training models for creative talents have been developed, including customized training and “3+1 innovative education training”, both well received by the enterprises and students. The results are the employability of undergraduates and the enhancement of the employers’ competitiveness in the market place.
In recent years, the employment rate of undergraduates is above 90%, which ranks top among provincial colleges and universities. XUPT’s innovative personnel training mode is gaining the considerable attention of other universities, government institutions, domestic enterprises, multi-national corporations, and society.
